Joint Strategy

defining potential commitments in improvement of planning process considering climate change

The partners develop an integrated and joint strategy for improvement of existing water management practices, taking into consideration knowledge gained from previously funded projects.

Strategy is released for promoting and stimulating adoption of CC-ARP-CE Toolbox for efficient use for decision making in water management planning. The final goal is maximizing the use of the Toolbox to effectively and robustly mainstream climate change adaptation in sectoral plans (e.g. Flood-, River Basin-, Drought Management Plans and regional/local spatial plans) by improving design and implementation of infrastructures and supporting day-by-day activities of water agencies and other local actors. This approach should enhance coherence between policies and practices currently used for disaster risk reduction/prevention, climate change adaptation and drinking water protection.

Summary:
The strategy/action plan takes the form of an integrated and joint strategy, covers all these fields of actions and has been built on the implementation experiences from all Pilot Areas of the TEACHER-CE project. The main visions of the strategy have been prepared for involved Pilot Actions (local level), regions and/or countries for improvement of existing policy documents. These main visions were completed by the findings from:  

  • case studies about already implemented good practices or implementation possibilities of the TEACHER-CE Toolbox (CC-ARP-CE);
  • Forums organized with key stakeholders to check the implementation, or the applicability to implement the Toolbox and the main visions. 

This exercise leads to the following outputs: 

  • General recommendations and Key Messages to better integrate CC-aspects in water management and so to get a better implementation of WFD (Water Framework Directive), FD (Floods Directive), DWD (Drinking Water Directive), RBMP (River Basin Management Plan) on the local level using TEACHER-CE Toolbox CC-ARP-CE;  
  • Operational recommendations (guidelines) to integrate the dynamics of the effects of climate change in the planning process of policy documents associated - directly or indirectly - with water management. 

The strategy enables key stakeholders from the Pilot Areas to a better adaptation to CC of issues related to water management aspects, by:  

  • highlighting the strategic elements to be considered to improve policy documents; 
  • providing step-by-step guideline on how to integrate the dynamics of the effects of climate change in the planning process of policy documents associated - directly or indirectly - with water management; 
  • orienting key stakeholders to the use of the developed Toolbox (to identify the mitigation or adaptation CC measures); 
  • identifying strategical EU context in the field of CC adaptation and water management. 

The development of the Strategy enables to gather opinion from key stakeholders in planning process of policy documents directly or indirectly associated to water management. This plays a significant role in developing key messages & recommendations, which are presented in the Output. Transnational cooperation enables us to build a holistic and multi-sectorial vision for the improvement of policy documents. The transnational aspect also provides a representative vision of the issue for the entire CE region, but also beyond this region given the transferability of the project.
