Pilot Actions and Investments

Finally, the pilot actions in the COMODALCE project have proven that the implemented measures for improvements in a digitized and automated data exchange between stakeholders in the multimodal transport chain led to more efficiency, transparency and safety in transport processes. The activities were not only a success and a further step in the development of each single partner towards more digitization and automatization but they are also best practice examples for actors in the transport sector with similar questions.


All pilot actions were embedded in wider, strategic development processes of digitization at the project partner organizations, e.g.:
- the pilot of the port of Trieste contributed to the Port Community System, PCS, “Sinfomar” which was initiated by the Port Network Authority of the Eastern Adriatic Sea (PNAEAS) and is a dedicated module to manage the procedures concerning the railway traffic,
- the pilot activity of the port of La Spezia fit punctually in an evolutionary context regarding the expansion of the Corridor Management Platform by including new technological functions related to operational and customs aspects of railway trains or
- the pilot action of Adria kombi was integrated into developments of the Adria kombi client platform.

Thus, the pilot actions are essential elements/activities enabling and fostering further future plans of the project partners. Work packaged 3 of the COMODALCE project will focus on this topic, taking a look onto the Action Plans of each partner until 2030 and developing a Transnational Toolbox for fostering coordinated multimodal freight transport through ICT systems in CE.


The following list that gives a first impression of some planned follow-up activities by the project partners related to the pilot action results:
- Port of Rostock wants to take in a next step the decision for one of the three sketched alternatives of train scanning solutions and its implementation at Rostock Port.
- Port of Koper intends to link the installed OCR train scanning system with other video systems in the port to provide a traceability of each container and wagon in port’s area. In addition to this, the system can be also integrated with the OCR systems which are planned to be installed at port’s road entrances, scanning trucks and transported containers.
- Adria Kombi wants to integrate other operators to their client platform and to use the developed protocol. All their resources will be assigned to the IT solution and data interchange. The next step will be the Machine Learning tool that will be developed to predict every mismatch of information and actual status in the future.
- Port of Gdynia aspires at the technical design (including digital architecture, functional and non- functional requirements, components, services and usability) and implementation of the intelligent rail traffic management system. The next three main activities will be: 1.) Prefeasibility study for an intelligent rail traffic management system, 2.) Technical executive designs documents, 3.) Final feasibility study for an intelligent rail traffic management system.
- BCT Gdynia plans to continue its work on the development of new functionalities and integrations of the developed electronic data interchange platform for rail wagon deliveries and transshipment. BCT constantly talks and consults its partners discovering their needs. They plan to start the integration of Railway Carriers in 2022-23 (PKP Cargo, CTL Logistics and DB Cargo Polska). Moreover, integration of Polski PCS (2023) and system of Gdynia Port Authority SZiPs (4Q 2022) is foreseen.
