INTERREG CENTRAL EUROPE OPENS BROAD CALL FOR COOPERATION ON 22 MARCH 2023

Central Europe is facing numerous challenges that know no borders. Climate change, social pressures and the need to transition to a carbon-free and digital economy have only accelerated lately. Regions and cities have to adapt in many ways and they urgently need financial support for this. Commission President Ursula von der Leyen emphasised this in her State of the Union Address on 14 September, when she exclaimed: “Let’s get the money on the ground”. On the same day, the Interreg CENTRAL EUROPE monitoring committee agreed that the programme will soon offer fresh funding on a broad basis.

TRANSNATIONAL SOLUTIONS HELP REGIONS TO BECOME LESS ENERGY DEPENDENT

In March 2022, shortly after the Russian aggression against Ukraine, the European Commission announced its plan of making Europe independent from Russian fossil fuels well before 2030. Even before this decision, local and regional authorities in central Europe were struggling on their way to become climate-neutral. We have pooled together the best solutions from our projects that can smoothen and accelerate the transition.

TRANSNATIONAL COOPERATION HAS A LASTING IMPACT ON TERRITORIES


Last year, we launched an independent impact evaluation of our 2014-20 funding programme. In their first report, a group of external experts found evidence that transnational cooperation has played an important role in bridging socio-economic and competitiveness gaps between more and less developed cities and regions in central Europe.

LOOKING AHEAD: FIRST PROJECTS TO BE SELECTED IN DECEMBER

Following the official adoption of our new programme in March, a first meeting of the monitoring committee took place in Venice in April. In order to quickly support cities and regions in their transition processes, the Member States agreed to select the best proposals of the first call by mid-December. The committee also visited a pilot site of the YouInHerit project, which helps to protect the cultural Gondola heritage of Venice.

CALL LAUNCHED TO SUPPORT NEW EUROPEAN BAUHAUS LOCAL INITIATIVES

On 30 March, the Commission launched a competitive call to support the implementation of the New European Bauhaus. This call is targeting small and medium-sized local authorities, and is open to projects that foster the three complementary values of the New European Bauhaus: Sustainability, Aesthetics and Inclusion. 20 place-based projects from the EU will receive in-kind support from a group of interdisciplinary experts to facilitate the uptake of New European Bauhaus elements and advance towards implementation.

EUROPEAN COMMISSION ADOPTS OUR PROGRAMME

The Interreg CENTRAL EUROPE Programme was among the first three, out of more than 300 cohesion policy programmes, adopted by the Commission on 23 March 2022. In coming years, our programme will support cooperation projects with around 224 million Euros ERDF, helping them to make central Europe smarter, greener, better connected and more inclusive. On 23 February 2022, we have already closed our first call for proposals with 280 submissions and preparations are underway for the second call for proposals that will address a new type of smaller projects.

Our second call is expected to open in early 2023. The call will be dedicated to smaller projects that pioneer new ideas. We expect these projects to be highly innovative, to test concrete solutions through pilots on a small scale or to focus on new approaches for integrated territorial development.

LEIPZIG CHARTER RENEWAL BRINGS EVEN MORE INTEGRATED APPROACH TO URBAN POLICY

Signed in 2007, the Leipzig Charter promoted the use of integrated urban development for the first time in an EU document. More than 20 years later, the context of EU cities has significantly changed and called also for its renewal. The New Leipzig Charter was officially adopted earlier this week.

COMMISSION WELCOMES THE
POLITICAL AGREEMENT ON INTERREG REGULATION

This agreeement now concludes trilogue negotiations related to cohesion policy. With a budget of €8 050 million, the Interreg will further support cooperation between regions. Between 2021-2027, €1 467 million will be spent on transnational cooperation.

INTERREG VOLUNTEER YOUTH CONTINUES BEYOND 2018

The European Commission decided to extend the IVY initiative giving the chance to young Europeans to live and report their Interreg experience.
We already joined the initiative, currently hosting our second IVY reporter Anna and we definitely recommend to all our projects to participate!

NEW COHESION POLICY FRAMEWORK PROPOSED

Corina Creţu, Commissioner for Regional Policy, has presented new draft regulations for EU Cohesion Policy in 2021-27. She said that the new framework will be "more flexible, to adapt to new priorities and better protect our citizens. We also made the rules simpler and this will benefit all." The proposed regulations will now be negotiated in the European Parliament and the European Council.

COMMISSION PLANS CUTS TO FUTURE COHESION FUNDING


The European Commission has proposed to reduce funding for EU Cohesion Policy by around 7% in 2021-27. The policy should be modernised to deliver with less and even serve new priorities. Commissioner Oettinger said: “This budget proposal is truly about EU added value. We invest even more in areas where one single Member State cannot act alone or where it is more efficient to act together."

127 RELEVANT APPLICATIONS TO BE FULLY ASSESSED

127 project applications that were submitted to the third call for proposals will be fully assessed by the end of 2018. This was decided unanimously by programme Member States in their meeting in Vienna on 24 April following a relevance check of all eligible applications. Lead applicants of proposals that did not pass the relevance filter will be informed shortly.

OUR PROJECTS AT THE TEN-T DAYS 2018

Two of our transnational transport projects will show that “Interreg makes the difference” at the TEN-T Days in Ljubljana from 25 to 27 April 2018. CONNECT2CE and TalkNET will participate in a joint stand of Interreg projects. The projects work on smart, sustainable and safe mobility and the project partners will present first results and impacts.

181 PROPOSALS PASS ELIGIBILITY CHECKS

                                                                181 of the 191 project proposals submitted in our third call have been informed today that they passed the administrative eligibility checks. The applications are now being assessed. New projects are expected to be funded with around 60m EUR as of early 2019.

From the creation of the single market to the migration crisis, cohesion policy has always been at the core of EU developments. Also in the future, cohesion policy shall stay at that very core.

The Interreg CENTRAL EUROPE Joint Secretariat in Vienna is looking for a Project Manager, who will be responsible for project assessment, monitoring and guidance to applicants as well as beneficiaries in the thematic area of low carbon. The third call for project proposals was launched on 21 September and stays open until 25 January 2018. Around 60 million EUR are available for new transnational cooperation ideas. In some thematic areas the call focuses on pre-defined topics.

TRANSNATIONAL COOPERATION PRESENTED TO EP IN BRUSSELS

Interreg CENTRAL EUROPE presented transnational projects tackling climate change to the European Parliament. Speaking at a Committee for Regional Development workshop on climate change and cohesion policy, the programme managing authority said that cooperation helps improve urban adaptation and mitigation capacities.

TRAINING ON PROJECT IMPLEMENTATION KICKS OFF

Today, the project implementation training (PIT) kicked off with around 130 participants from freshly selected Interreg CENTRAL EUROPE projects. The programme secretariat provides the new project management teams with technical support and advice on how to better implement their cooperation projects.

NEW CALL UNDER PREPARATION

A new call will be launched on 21 September 2017. Details such as the call procedure, thematic focusing and timeline will be discussed and decided by the Member States in June 2017. Closure will depend on the outcome of these discussions but the call will stay open at least until the end of the year.

50 NEW PROJECTS SELECTED IN CALL 2


50 new cooperation projects will be funded following the second call for proposals. This was decided by the Member States in a meeting in Prague on 16 March. Selected partnerships will receive funding of around 90 million Euro in total from the European Regional Development Fund (ERDF).

The European Commission has approved the revised version of the Interreg CENTRAL EUROPE cooperation programme document. Baseline for results indicators were added as well as information about the new budget line “Works”.

35 PROJECTS TRAINED ON IMPLEMENTATION

We have received 210 projects proposals in the second call, which closed on 24 June. New projects are expected to be selected by spring 2017 and will be funded with around 90 million Euro from the European Regional Development Fund.

210 COOPERATION IDEAS SUBMITTED TO SECOND CALL

Interreg CENTRAL EUROPE has received 210 applications by the time the second call for project proposals was closed on 24 June. Next, the eligibility of project proposals will be checked before the quality assessment starts. New transnational cooperation projects are expected to be selected by spring 2017 and will be funded with around 90 million Euro.

AN ENCOURAGING
AWARD


We have relaunched our programme website in May and it has already won second place in a competition of the European Commission's Directorate General for Regional and Urban Policy. All Interreg programme websites were reviewed by experts according to their design, usability, transparency and result focus.

FIRST PROJECTS APPROVED

The programme monitoring committee has selected 35 project proposals for funding in its meeting in Dubrovnik/ Croatia on 14 and 15 April.
Around 70.5m EUR of co-financing will be transferred to transnational project partnerships in the coming years to #takecooperationforward and to address common challenges in central European cities and regions.

SECOND CALL OPEN

We will launch our second call for proposals on 26 April 2016 following the decision of the programme monitoring committee in their meeting in Dubrovnik on 14 and 15 April. 
The ERDF co-financing available for transnational projects will be around 90m EUR. Partnerships can apply until 23 June 2016 to receive funding for their ideas.

In order to support potential applicants in writing high quality project proposals, we organise national information days in most programme countries. To lead applicants we offer additional training and an opportunity to consult their idea with the joint secretariat. The lead applicant training for the second call took place in Zagreb/Croatia from 10 to 11 May.
