About the MOVECIT project

MOVECIT’s longer title is Engaging employers from public bodies in establishingsustainable mobility and mobility planning. The project has addressed the challenge of arising number of individual motorized transportation. It targets mostly the employees of the city public institutions which are mainly responsible for development of city, which are responsible for own travel commuting habits and impact on low carbon environment. Therefore, the employees were chosen as a target group in order to play a role of best example in the city and to change mobility behaviour in terms of daily commuting and business trips. To set the standards and to activate the employees from city hall, the project consortium has developed the 13 workplace mobility plans (WMP).

Project was focused mainly on the public authorities, targets were 10 municipalities, some of them were part of the consortium, the rest of them have joined as pilot cities. Along to the municipalities we include also 1 university, 1 hospital, 1 transport provider.

One of the main aspects of the mobility planning was, to take into consideration also Functional urban areas, which is considered as functional economic unit characterised by densely inhabited “urban cores” and “hinterlands” whose labour market is highly integrated with the cores. This definition originating from labour market and commuting considerations provides a spatial delimitation beyond administrative borders which is relevant for a multitude of thematic fields, such as for example transport, economic development, environment, and social aspect.

As the strategy output we developed 13 workplace mobility plans for 13 public institutions and we developed also Stakeholder involvement concept, in terms of how to recruit them and which methods to use.

And the last but not least project has implemented 7 different pilot actions consisted of measures that facilitate and influence on employees’ sustainable commuting (e.g. bike shed in SI and SK, purchase of e-bikes and e-charging stations in CZ, purchase of pedelecs and cargo bike in DE, bike boxes in SK, walking award in AT, application for mode choice decisions in HU, and installation of traffic sensors in IT).

Other supporting and related activities that made the project meaningful and effective have been: the monitoring and evaluation of the pilot actions, travel survey for modal split which was done each year to monitor the progress, campaign actions, stakeholder involvement during the workplace mobility plan process and during the pilot action implementation process, obtaining the Letter of commitment of decision-making bodies to support and enact the plan, transferring the knowledge to other regions, institutions and experts in the frame of regional trainings, and making the consultations with additional municipalities to take part in WMP and of course project did a lot of promotion through online social networks and via promotional material

Results of the project are:

  • 13 adopted WMPs what was project objective and it is fully completed.
  • 15 institutions applied for MOVECIT tools,
  • around 370 people have been trained,
  • 1 job has been created,
  • around 1950 participants have been involved in project events,
  • partners activated around 62 local authorities, 12 regional and national public authorities, 35 sectoral agencies, 25 infrastructure and public service provider, 44 different NGOs and 22 higher education and research institutions,
  • and the most important result: employees in 13 public institutions saved 560 tons of CO2 emissions
