Phase 3 - Thematic Work Package 3
Creating CEETO Guidelines
Phase 3 aimed at making a synthesis of the Pilot Action Plan´s results of Phase 2 and at capitalizing them into the CEETO Guidelines, a tool designed to support policy makers at international, national and regional level in the process of shaping the tourism planning an management within and around Protected Areas.
Activities
3.1. Internal evaluation of pilot actions: according to a common format (questionnaires/structured interviews) each Project Partner carried out a survey for the developed pilot, addressing stakeholders and Protected Area management bodies of its territory.
3.2. Independent evaluation of pilot actions: an external expert evaluated all the Pilot Actions through the collection of qualitative and quantitative indicators on the results achieved. He analysed the Pilot Actions process, summarized the (often shared) critical issues encountered by the 8 PA Managers, the methods used to address the problems as well as their effectiveness, efficiency, repeatability and exportability. Finally, he assessed the differences between what was planned and what was actually achieved, depending on the related causes and being a useful reference for the development of the Guidelines for Policy Makers and for the Manual for Protected Area Managers.
3.3. Assessment of policy implications of tested managing and monitoring tools. Results of the evaluations and lessons learned were discussed among Project Partners, Associates, policy makers at international, national and regional level focusing especially on the transferability tools potential.
3.4. Elaboration of the Guidelines: Addressed to policy makers at regional/national/international level by gathering experiences an lessons learned from all CEETO Pilot Action Plans and Activities.
Project partners involvement
- Regional Development Centre Koper coordinated the elaboration of common format involving all Project Partners. Each Project Partner was responsible of the evaluation in their territory. The Regional Development Centre Koper prepared the integrated report on internal evaluation by gathering all Project Partner´s contributions.
- Emilia Romagna Region, as project Lead Partner, supported the activity implementation, coordination of the external expert and provided the report.
- Regional Development Centre Koper organised a Technical Meeting in Septembre 2019 in Slovenia, with Project Partners, Associated Partners and relevant stakeholders to revise the tested models and gather contributions to elaborate the Gudelines. The Regional Development Centre Koper provided a draft of the guidelines proposal for its review among Project Partners.
