WHAT IS CIRCE2020?

CIRCE2020 stands for Expansion of the CIRcular Economy concept in the Central Europe local productive districts


Transition towards circular economy is a core priority of the EU 2020 Strategy, particularly relevant for Central European industrial areas due to the outstanding use of primary natural resources in various production stages: processing, packaging and transportation. Recycling rates, however, are still far from directive targets and one main reason for this is that the reuse of by-products is often performed only by companies’ indipendent initiatives. Central European countries are characterised by numerous business organisational models but the same cross-value relationships are not fully exploited for waste valorization and for reducting the use of primary natural resources.

CIRCE2020’s original goal was to close the loop of 10 secondary raw materials that – at the time of project submission – were still open or not totally exploited. 

 

This goal was achieved and made the project a complete success: 11 circular economy PILOTS were implemented between the years 2019 – 2020 (hence, one  extra-pilot was developed in Italy). Each pilot was supported by a POOL OF TOOLS (material flow analysis, life cycle analysis, costing, technological maturity index, one standardized business plan) that provide a significant support and are put at disposal to further practitioners.

The evaluation, especially in terms of moving from a demo to business, provided a very positive back-up: most of the demo cases will get to industrial scale-up and will LEVERAGE INVESTMENTS. The IMPACT OVER THE POLICY PROCESS is globally positive: 5 Regional Action Plans address the business scenarios according to the pilots and the technical and operative recommendations to simplify the activation of industrial synergies based on the valorization of the secondary raw material in the key regional supply chains. Each RAP proposes a strategy plan based the ERDF resources from MFF2021-2027. The Regions are likely to embed the inputs into their own innovation strategy. Finally, the Transnational Position Paper provides a framework to regulate the end-of-waste technical and legal constrains to encourage a stronger circular economy uptake across Central Europe.
