European Prime Ministers' appeal for a Mobility Package

In their appeal, they drew attention to the importance of road transport for the European economy. According to the Prime Ministers, the new regulations should be proportionate, realistic and non-discriminatory. In particular, they must not cause carriers from their countries to be in a worse position than carriers from outside the Union. The Prime Ministers' appeal did not lack environmental issues. The proposals which are the subject of the Formal trilogue meeting will make it impossible to achieve the objectives set by the EU in terms of reducing CO2 emissions. On specific issues, the signatories of the appeal drew attention to the negative effects of such solutions as, among others, the return of the vehicle to the haulier's country of origin every four weeks, restrictions on cabotage, and references to the Rome I Regulation in the area of driver employment.
