Test of a more environmental friendly and cost effective way to provide the capping

The North Adriatic Sea Port Authority (NASPA) is focusing its Pilot Action in the so called Montesyndial area, which is located in the Porto Marghera Industrial Area. 

  • Characteristics of the Porto Marghera Industrial area:
    • Size: 1828 ha
    • Location: on the edge of the Venice lagoon
    • Ownership: 35% public, 65% private

  • Main issues/problems of the Porto Marghera Industrial area:
    • Specific contamination of soil and groundwater deriving from the former petrochemical production
    • Sanitary risk posed by contamination: in particular, potential impacts on population due to the presence of 9 factories using dangerous substances
    • Serious hazard for Venice lagoon due to pollution of groundwater of the site
    • In 49% of the total area the remediation projects have been approved by relevant public authorities but have been completed only in 14% of the area (241 ha)
    • Fragmentation of the governance process in different levels of competence – national, regional, local
    • Intrinsic complexity of the clean-up and administrative procedures
    • Progressive crisis of the industrial production in the site

  • Needs and Goals:

    NASPA Pilot Action aims at testing a more environmental friendly and cost effective way to provide the capping in the so-called Montesyndial area, which is foreseen to be redeveloped in a Container Terminal.
    The final aim is to check the stability of the soil over which the environmental capping will be realized for a container terminal that is foreseen to be built. The main scope of the capping is to interrupt the pathways of contaminants, and also to provide statics quality to the container terminal pavement.  

  • Activities, achievements and results:

    The Pilot Action was developed and tested after a preliminary geognostic/geotechnical and environmental analysis of the site. Along the development of the Pilot Action, it has been used in-situ not polluted soil, making the approach environmental friendly (less transports, therefore less CO2 production) and cost effective.
    The outcomes of the Pilot Action will support the new container terminal design: the tested technology  will be adopted in combination with other in situ remediation technologies for the entire Ex-MonteSyndial site (90 hectares), with the aim of interrupting the pathways of contaminants.

  • Meetings with stakeholders and a Pilot Action Event were organized in cooperation with the City of Venice and Veneto Region to discuss and acquire feedback on the Pilot Action.
