ABOUT CitiEnGov
Priority: Cooperating on low-carbon strategies in CENTRAL EUROPE
Priority Specific Objective: To improve territorial based low-carbon energy planning strategies and policies supporting climate change mitigation.
Project result: The improvement of public authorities capacities to define and implement low carbon energy planning and strategies. Seven pilot actions will be tested in seven countries, targeted to citizens, schools and municipalities.
The Project
Energy is a horizontal policy issue which influences directly or indirectly all other policy areas and consequently the whole socio-economic system. Given this assumption, (urban) public authorities play a key role as "facilitators” of the energy transformation process. They should coordinate approaches to formulate and plan low-carbon energy strategies. To achieve this, cities should set up energy units or empower those already established, mainly by providing them with tools and strategies but also giving them an effective role within the public administration.
The key to success is a weaving together of individual low carbon energy strategies, creating an integrated framework of policies and programmes.
